Petlibro has partnered with Flex to help eligible customers use HSA/FSA funds on qualifying Petlibro products when supported by medical necessity and approved with a Letter of Medical Necessity, if required.

What Are HSA and FSA Funds?
HSA stands for Health Savings Account, and FSA stands for Flexible Spending Account. Both accounts allow you to use pre-tax funds for qualified medical expenses.
In simple terms, that means eligible customers may be able to use money set aside before taxes to pay for certain health-related products or services.
The important word is eligible.
Not every everyday wellness product qualifies. Not every pet product qualifies. And eligibility can vary based on your HSA/FSA plan, provider, individual circumstances, and whether medical necessity is established.
For Petlibro purchases, some products may require an approved Letter of Medical Necessity, also known as an LMN, before HSA/FSA funds can be used.
Can HSA/FSA Be Used for Pet Products?
In some cases, yes — but pet products are not automatically HSA/FSA eligible.

How to Use HSA/FSA at Petlibro Checkout
Using HSA/FSA with Petlibro is designed to be simple when your cart includes eligible products.
Step 1: Shop eligible products
Start by browsing Petlibro products marked “HSA/FSA Eligible (with LMN)” or visit the HSA/FSA eligible collection.
Make sure your cart only includes eligible items if you want to use Flex checkout. If you are also buying accessories, subscription items, or other non-eligible products, it is best to place them in a separate order.
Step 2: Add products to your cart
Add your eligible Petlibro products to cart as usual.
Before checkout, review your cart and remove any subscription items. Flex payment will not appear if your cart contains subscription products, even if other items are eligible.
Step 3: Select Flex at checkout
At checkout, choose:
“Flex | Pay with HSA/FSA”
If you do not see this option, try checking out as a guest or using a private/incognito browser window. Flex may not appear if you are logged into Shop Pay.
Step 4: Complete the eligibility review if required
Some products may require an approved LMN.
If an LMN is needed, Flex will guide you through a short health eligibility review during checkout. The evaluation is conducted through the telehealth process integrated into Petlibro’s checkout and reviewed by a licensed third-party provider.
Only LMNs obtained through this integrated checkout process are accepted for HSA/FSA payment on Petlibro. LMNs from other platforms or providers cannot be used to complete payment with your HSA/FSA account balance.
Step 5: Pay with your HSA/FSA card
If approved and eligible, you can complete your purchase using your HSA/FSA debit card.
If you do not have your HSA/FSA card available, you may be able to pay with another card and submit your itemized receipt and approved LMN to your HSA/FSA provider for reimbursement, if your plan allows.
Step 6: Keep your documents
Flex will provide required documentation, such as an itemized receipt and LMN when applicable.
Keep these documents for your records. Your HSA/FSA provider may request them to confirm eligibility.
What If Your HSA/FSA Card Does Not Work?
HSA/FSA cards can be declined for several reasons, including insufficient funds, plan restrictions, provider rules, or missing documentation.
If your card does not work, check your HSA/FSA balance and confirm eligibility with your provider. If eligible, you may still be able to complete your purchase with another payment method and submit your documents for reimbursement later.
Reimbursement timing varies by provider and can take several days to a few weeks.
Petlibro does not determine or guarantee reimbursement or claim approval. Final decisions are made by your HSA/FSA provider.
What Happens If Your LMN Is Not Approved?
If your LMN is not approved, you will not be able to use HSA/FSA funds for that purchase.
You can still complete your order using another payment method.
A non-refundable $5 LMN fee applies only if your LMN is approved. Each approved LMN is valid only for the specific order it was issued for and cannot be reused for a different or future order.
